Councillor Stands by Controversial Speed Cameras Despite Community Opposition

Ward 2 resident Erin Caton, who moved to Guelph just before Covid – has issued a defense of the city’s Automated Speed Enforcement cameras operated by Redflex, owned by the US-based firm Verra Mobility. Her position, however, contrasts frustrations among long-time residents who view the system as misaligned with local priorities.

Critics point out that tickets frequently arrive weeks after an offence, meaning drivers go uncorrected during the most dangerous moments. This delay, they argue, highlights how the program punishes after the fact, rather than preventing collisions in real time. The cameras’ continuous operation, even during late-night hours when no pedestrians are present, further amplifies concerns that the system functions as a passive revenue stream rather than a proactive safety measure.

Residents also question the choice to continue with speed cameras when alternatives like speed bumps, traffic markers, and road-narrowing have proven effective across Guelph – immediately slowing traffic and enhancing neighbourhood safety without relying on delayed enforcement.

The mounting local dissatisfaction has found resonance at the provincial level. Premier Doug Ford has recently signaled that he may move to ban speed cameras altogether, aligning with Guelph residents who increasingly question the program’s legitimacy as a safety tool.

Adding to Caton’s growing political pressure, she was the lone councillor to oppose the development of a new Princess Auto store – expected to create around 55 jobs and bring investment to the city – raising further questions about her alignment with ward and city-wide sentiment. The Integrity Commissioner had also recently criticized her conduct in a formal Social Media Complaint Report.

For many residents, Caton’s vocal defense of speed cameras has been seen as underscoring a disconnect between council decisions and the views of the community that has called Guelph home for years.

She supports funneling money out of the country. Seems like she doesn’t care about peoples money or time. As long as we pay out to the city and probably her.

It wasn’t an issue before but now it is? The only difference is the traffic shaping and unskilled drivers on the road.
